Understanding Texas Electricity Deregulation

January 15, 2026

Texas is unique among U.S. states in its approach to electricity. Since the late 1990s and early 2000s, the majority of the state has operated under a deregulated electricity market. But what does that actually mean for you as a consumer?

What Is Deregulation?

In a regulated electricity market, a single utility company handles everything: generating electricity, transmitting it through power lines, and selling it to your home. You have no choice in provider and you pay whatever rate your local utility sets.

In Texas's deregulated market, these functions are split up:

  • generation companies produce electricity and sell it on the wholesale market
  • transmission and distribution utilities maintain the power lines that deliver electricity to your home
  • retail providers buy electricity wholesale and sell it to consumers

You get to choose your retail electricity provider, which creates competition and more plan choice.

The benefits of choice

Competition can lead providers to offer:

  • lower rates
  • renewable energy options
  • different contract structures
  • different customer-service experiences

The challenge

Choice can also create confusion. Comparing many plans with different pricing structures, terms, and conditions is exactly where tools like MeterMentor can help add context.
